We are where we are with the rebuilding of New Orleans. From this devastating event is it possible to create
something beyond our wildest dreams?

Seize the entire city of New Orleans through the use of eminent domain. (Now that's not going to go over too good,
but hear me out.)

This is an incredibly unique opportunity to experiment and prototype on a massive scale. Given that the problems we
are facing on a global scale are massive, we need to experiment in an equally massive way.

The residents and businesses of date would still have a say in the rebuilding endeavors. Perhaps the city could use its
parish divides or more neighborhood-based divisions to structure the new city. Development plans within a given
'parish' would have to be voted on by all residents and 'business/social service' interests within that 'parish'.

However, a resident would receive 1 vote for each year of residence at the same location (based on pre-Katrina
records). And a 'business/social service' would receive 1 vote for each year of licensed address within that 'parish'. For
example, if a person has lived in their home for 15 years, the same 3 household members, and they live above their
working restaurant that has been going for those 15 years, they would get a total of 60 votes on any development
plans. (This is intended to favour the voice of long term residents and small local businesses or social services.)

Innovators and developers would present their ideas for rebuilding the division to that division.

Matching funds for development plans would be based on the level of innovation and creativity.

The city would quickly become a drawing card for unique demonstrations of the possible, giving greater voice to the
long term.
