At the very base of any successful conflict resolution is an understanding that core issues need to be at least
acknowledged in order for there to be a lasting resolution to the conflict. That means all players need to be part of the
resolution. In recent decades the two major outside governmental players have been the US and Russia (Soviet
Union). One also needs to ask if there is still residue from the British Empire.

Is it possible for the United States to openly partner with Russia, offer a table for the parties within Afghanistan and
the directly neighboring countries to dialogue? Is it possible to create these 'tables', demonstrating full participation
and cooperation by the facilitating parties, region by region?

Unfortunately, the drug issue needs to be addressed too. Is it possible for Russia and the United States in
collaboration with other developed countries to create safe economic zones within Afghanistan which would promote
non-drug (opium) based products? It is my understanding that the Afghanis want to earn a living and are receptive to
non-drug products to meet this objective. Perhaps they would feel empowered to pursue alternative courses if they
saw the US and Russia collaboratively instigating a global effort based on fairness, independence, and unity.
